Most the topics of the papers about the workforce dispatch is employee relation or equal opportunity and the law. Our study has designed a dispatching contract in consideration of risk pooling and risk sharing for a dispatching company. The dispatching company offer two kinds of technical workforce to a working enterprise. Under this contract, working enterprise not only has the right to adjust the ordering quantity of each workforce, but on many opportunities. The working enterprise has the twice chance to adjust the contract. At the first time, working enterprise could shift extra ordering quantity from the workforce whose expected amount is beyond the demand to another workforce whose demand is behind the expected amount. But the change must keep the same total ordering quantity. The second time, after the demand occurs, has the chance to increase the total ordering quantity. The dispatching company and the working enterprise could share the risk of the uncertain demand and enhance the profit of the whole dispatching industry.
