This thesis designed by the HT46R24 micro-controller to be allowed to detect color-recognized device, and install the human skin color, designed by the HT46R46E micro-controller to be allowed detect and display UV index, also set time and portable convenience, and use color recognizing makes the non- contact the way to survey user's skin color, by LCD demonstration survey skin color value, also transports the skin color value to the UV value by the LCD monitor in, the UV value by the LCD monitor is surveying the outdoors ultraviolet ray index, and carries on with user's skin color value compares to after, the suggestion use guards against exposes to the sun the fluid, finally by the UV monitor demonstrated how long time the user does need to make up scratches guards against exposes to the sun the fluid.
