Summary:碩士 === 世新大學 === 觀光學研究所(含碩專班) === 95 === Considering the negative impact of conventional mass tourism on the environment and following the international trend of ecotourism, the government has promoting ecotourism in Taiwan since 2000 and commissioned tourism bureau and national park authorities to draft Ecotourism White Paper as the promoting basis. This research attempted to realize the background, content differentials , promotion status and the current issues of White Paper via the qualitative methods, e.g. literature analysis and in-depth interviews. The findings are: 1. The Policy-Making of Ecotourism White Paper featured Elite Decision-Making and Garbage Can Model, i.e. few persons made decision and the policy direction was uncertain. 2. The promotion of ecotourism emphasized ecological conservation; however, the operation process lead to the underachieving executive results. 3. The opinions from related authorities and private groups were from Ecotourism White Paper, raising concern of the executive effects. 4. Failure in absorbing the successful experience of foreign and domestic cases resulted in the difficulty in implementation of promotion of ecotourism. 5. The promotion pattern of governmental ecotourism was similar to traditional planning mode- suppression of local features, lack of community consciousness, etc., therefore lead to difficulty in sustainable development.
