The analysis of media report and the inquisition of social science orientation was less. However, energy crisis, environmental protection consciousness and new energy development have already become an important issue in the 21st century. In order to popularize the discussion of the domain of the social science, this research was at one's own expense by Dr. Tsai MeiYing of Shih Hsin University. In addition, United Nations Industrial Development Organization - International Centre for Hydrogen Energy Technologies (UNIDO-ICHET) sponsored the investigation. Planning to correspond with the orientation of dissemination and following the highlight of topics, such as global warming, oil price upsurge and Kyoto Protocol etc., which has caused the obviousness of the new energy media issues in recent years, we probe into how media reported the new energy issues and what the core frame of media’s report was. Simultaneously, we discuss further the concern degree and viewpoint of new energy relevant domain’s opinion leaders and innovators to this topic of media's report. This research takes the content analysis and the network questionnaire as a study method. At the part of content analysis, the China Times ePaper was main investigate object. It collected 1,124 pieces of new energy related news in Taiwan from 2001 to 2005 to systematically draw samples according to the year layering. Study sample added up to 612 pieces of news. At the part of network questionnaire, the UNIDO-ICHET provided the web page links and global new energy domain scholar's or expert's E-mail. From August 11th 2005 to January 11th 2006, it added up to five months, and succeeded in retrieving totally 1,464 questionnaires which were picked and got rid of 338 invalid questionnaires, and totaled 1,126 valid questionnaires. The research finds that at the aspect of new energy issues analysis in media, the report of media at concerning new energy issues presented a trend of which is from growing up moderately to rising rapidly. The frame of media report issues would also along with event developments to have different varieties. At the earlier stage, the “government respond” is principal; at the middle stage, the “locality attitude” and the “cooperation in enterprise investment" are more; at the later stage, the "event influence" is emphasized. The standpoint of media report issues would also along with event developments to have different viewpoints. And according to the past researches, on the new energy issues, it is higher to the ratio of which authorities and scholar experts quoted news sources, having nearly 50% or so. And the ratio of which the publics quoted is the least, not to 10%. At the aspect of new energy innovator’s investigative data analysis, new energy innovators have the speciality of the innovation dissemination theories including population characteristic, society participation, personality characteristic, and dissemination behavior. However, as for “environmental protection”, “economical energy”, and “Kyoto Protocol” etc., the concern degree of various media issues is also not consistent. And research also finds that the new energy innovator is usually also an opinion leader who can spread information fast.
