In accordance with the decision of the rebuilding project of military dependents’ village, the Ministry of National Defense would plan the number and size of houses and provide house-purchasing subsidy accordingly. The military dependents would have to be pay for any difference between the subsidy and total amount as well as for any additional space requested. In another words, the rebuilding project is to create a custom-made community for military dependents; however, they can also choose to move or purchase houses on the market after receiving the house-parching subsidy.
The options provided by the regulations for rebuilding old military dependent’s village can be categorized as: purchasing houses built by the Ministry of National Defense; purchasing houses on the market after receiving the house-purchasing subsidy; move after receiving the house-purchasing subsidy. The military dependents may select one of the options to meet their needs.This study takes military dependents over the age of 20 who live in Lu Guangcity, Taoyuan County as subjects to apply the Multi-Attribute Utility Model (MAUM) on their decisions regarding the options provided by the rebuilding project. By doing so, this study aims to evaluate each option and standard as well as to investigate the level and relation of multi-attribute between military dependents’ participation and each option. The following three hypotheses are made:
1. Military dependents who participate in the rebuilding projects have a low standard on the quality of houses built by the Ministry of National Defense;
2. Military dependents who choose the option of purchasing houses built by the Ministry of National Defense place high importance on the affective connection of military dependents’ village; and
3. Different generations of military dependents have different attributes and make different decisions accordingly.
Making choices of the rebuilding project would involve complex process of decision making behaviors with high level of uncertainty. This study aims to evaluate these complex factors through Multi-Attribute Utility Model to serve as a refererne for the evaluation of adopting the mode of building communities for future military dependents’village rebuilding projects.
