The research assesses the decision environment, decision maker, and decision process in which Hu Jintao has implemented the psychological warfare toward Taiwan by using Mr.Yi Jyunbo’s decision-making model, in order to recognize the decision characteristics and authentic meaning of its psychological warfare, and attempt to predict Hu Jintao’s policy tendency in the rest of his ruling period. It is the finding of this study that even though Hu Jintao vigorously advocates “run the country according to law” and “democratic decision-making”, the phenomena of ruled by men in higher priority than ruled by law is still prevailing in Hu Tintao times. Hence, even he does not have the authority on cast the final say during decision-making process; he occupies the critical position of decision-making. Regarding to the decision of psychological warfare toward Taiwan, no matter positioning the perspectives upon decision-making hierarchy or tasks distribution responsibilities all of them are in the territory of Hu Jintao’s jurisdiction. Based on the realistic tendency of Hu Jintao’s personality, he would rather quietly watch the situation progress without making dangerously political choice. That would be the basic aspect for the peaceful development of two sides of the Taiwan Strait. The decision-making characteristics of psychological warfare toward Taiwan in Hu Jintao era includes respecting think tank, decision-making flexibility, no one pattern constraint, building on the basis of realistic material, placing hope on U.S., and leveraging on law, etc.. Especially the way of constitution amendment has been revised to the citizen’s referendum after the proposal of the Legislative Yuan. He strengthens the acceptance magnitude of “The boss of Taiwan.” The real purpose is to loosen up our will of resisting enemy threat in order to achieve the political goal of “winning without waging a war.” Psychological warfare is realistically similar to win a war beyond thousands miles away by thinking and planning inside the military canvas tents without deploying out armed forces.
