Summary:博士 === 中國文化大學 === 政治學研究所 === 95 === The purpose of this dissertation is to understand the government formation in Taiwan and Finland using a comparative approach. To achieve this purpose, this dissertation is composed of three parts. The first part describes the factors that might affect the government formation. For example, constitutional institutions, the political party system, electoral system, political leadership, political dynamics and political culture all can influence the government formation. Based on the different characteristics of these factors, the styles of government formation in Taiwan and Finland will be systematically compared in this dissertation. The second part explains the main institutions of governance in Taiwan and Finland, and the functions of these institutions. A proper institution of governance should conform to the style of government formation. Lastly but not the least, this dissertation is also dedicated to proposing strategies that would avoid the unnecessary termination of government. Descriptive statistics about the reasons that cause the government termination in Taiwan and Finland will be presented in this part.
