Urban Renewal Act bulletined on 1998,,lead in Land Trust, Property Rights Exchange System、Transfer of Floor Area.Act51,52 show that real estate securitization system,This kind of system similar with that Development oriented real estate securitization is on amendment, but there are no case at present .Even though Real Estate Securitization Act to refuse development oriented item .That had 7 REITs and 18 REAT cases ,show that real estate securitization more successful than urban renew investment trust .The system design have different policy purpose and same operation ,on this condition ,it may avoidance the public profit and have mercenary motives. This dissertation starts from look back that equilibrium of urban built environment invest system .On the system transforms ,should review invest rights ,operation and policy involve ,to make use of Analytic Hierarchy Process(AHP) to establish questionary level .To work out the amend of act and its importance, made a basis of act amend in the future. To be aimed at expand of built environment and calculation of AHP, to carry in-depth interview out with industrial, official, academic circles.
