This dissertation starts from look back that equilibrium of urban built environment invest system .On the system transforms ,should review invest rights ,operation and policy involve ,to make use of Analytic Hierarchy Process(AHP) to establish questionary level .To work out the amend of act and its importance, made a basis of act amend in the future. To be aimed at expand of built environment and calculation of AHP, to carry in-depth interview out with industrial, official, academic circles.
This study show that economic of exchange take more value in Taiwan development oriented real estate securitization .Then is policy and society factors .on addition, industrial, official, academic circles have different way of looking at conflicting of system expand.
