And ' the productivity of the nature ' shows an ecosystem. ' Nature with strength ' for various resource that mankind utilize. High life quality maintain human life to improving of the nature environment. Review the development in urban and rural areas at present of Taiwan discuss the high living environment quality that the rural landscape development ; But the rural landscape and space environment reconstruction present the serious problem. So the improvement of the ecological environment should be developed into the important subject of the nature system ability of ecology . This research is aimed at Mei-nung environment transition and rural landscape development ,analyses the nature conservation and culture landscape change. And the application of the concept of the Biotop-system to the rural landscape development in Mei-nung.
