As information systems become more complicated, the outsourcing budget of the information system becomes more important. To date, the government decides the outsourcing budget by several ways: referring to the budget of the similar system, drawing up the specification and then deciding the budget by themselves, or referring to the tender offers. These ways have individual shortages. Therefore, the aim of this thesis is to study the reasonableness of the outsourcing budget of information system development in domestic government.
This thesis investigates the reasonableness of the information system development outsourcing budget from the viewpoints of both user and developer. From the developer’s viewpoint, the cost of the software development is highest within system development life cycle. From the user’s viewpoint, the functional size has is a key factor of the software cost. Hence, this thesis adopts Function Point Analysis (FPA) method to calculate the functional size from Request for Proposal (RFP), and further investigate the reasonableness of the domestic information system development outsourcing budget from both user and developer viewpoints.
As a result, this study first finds out that the human cost only has 37.7% explanation degree for the variation of the outsourcing budget. Secondly, the result shows that the functional size of the developed software system has only 24.3% explanation degree for the variation of the outsourcing budget. Consequently, this thesis concludes that the reasonableness of the outsourcing budget of software system development in domestic government needs further study in the near future.
