To solve the idle lands problem of the urban planning industrial areas, the Taiwan Province Implement Rules of Urban Planning Laws were amended in order to permit the category A and category B industrial areas using in the ordinary commercial facilities. However, there’s no need to review the feedback mechanism for the urban planning industrial areas changing to the ordinary commercial facilities with permitted usage. It violates the fair and justice rules, and more immigrants cause the inadequate usage of public facilities and decrease the city living environmental qualities. In addition, the space layouts of commercial facilities have no differences to the ordinary housing although they are in name of ordinary commercial facilities actually are used in housing in doubt. The case study is on example of Taoyuan Country and it discusses the rchitecture usage situations and investigates the nearby environments. Especially through the layouts of living service facilities in daily life, we can do the service rates reviews. Through the examined analysis and statistics of this study, we can get the following conclusions: First, all kinds of tax rates and water and electricity fees of industrial housing have some differences to the ordinary housing. Second, the architectures mode permitted for commercial usage in industrial areas should differentiate from other architectures. Third, most cases with permitted usage are used in housing in doubt. Fourth, the rate of living service facilities for cases with permitted usage is 41.52 percentages. Fifth, the living service facilities rates supported for kindergarten and primary school aged children are higher.
