To compete with other hospitals, hospital administration should find a way to improve productivity or to reduce operating costs. Pharmaceutical (drug) inventories constitute an important hospital investment. If too many drugs are kept in stock, lots of opportunity cost will be found in the yearly balance sheet. However, if too little stock is kept, there is a chance of drug shortage. In such case, the hospital not only loses money, but its reputation as well. Ordering and transportation costs will also increase at the same time. Because the medicine expenses of the Bureau of National Health Insurance are continuously rising, some measures such as standardizing the price of medicine and limiting quotas, have been adopted to save expenses. Due to the measures of the Bureau of National Health Insurance, the cost of purchasing medicine has risen for most hospitals. In order to reduce the cost for most hospitals and maintain the quality of medical treatment, some aspects such as purchasing, storage, delivering and reserving are considered separately in most previous research. This research employs the case study method to explore the how hospitals can adapt to a rapidly changing industry by developing and launching purchasing strategies. This research also emphasizes the problems and outcomes of the purchasing strategies executed, as well as the company’s future plan. Through the data collection and interviewing process, this paper could be a representative local case. Based on the intensive examination of the pharmaceutical procurement process, this paper concludes the following: 1.Purchasing strategy should be planned and adjusted to adapt to the industrial environment. 2.Pharmaceutical procurement could develop different purchasing strategies based on drug properties or supplier types. 3.Purchasing strategy should consider factors which are inside and outside of the firm. 4.Purchasing strategy has several key successful factors. 5.Purchasing strategy should be planned with a view towards the future. 6.Purchasing strategy needs multi-function and multi-professional teams to improve internal negotiation. 7.Purchasing staff should improve their professional qualifications to plan and execute purchasing strategy.
