Strengthening the function of enterprise internal organization learning and studying the HDs theory are requirements that modern enterprise must learn and possess. Habitual Domains practice has influenced the enterprise upon the establishment of individual behavior model or design of human resources. The discussion of policy-making quality of finance crisis was scarce because enterprise top managers are reluctant to open it to the public. This research studied the process of decision-making at the moment of finance crisis of one technology corporations. We hope that this research on the policy-making quality will be able to offer reference for other enterprise management. This research found that, with the interaction of exterior factors and interior factors, the quality of policy and decisions made are inseparable from the habitual domains of the managerial staff when they face finance crisis and predicaments. This research proves that the Habitual Domains is omnipresent human software. All crises exactly are blessings. This research showed how financial crisis can be handled properly by using Habitual Domains concepts and methods. This case research also showed that human behavioral driving force is pressure relief, not pursue of maximization of benefit.
