Certainly the efforts in the past 30 years in Taiwan are to perform meritorious deeds never to be obliterated, but however Taiwan manufacturer today no matter great or small-scale, yet a lot of imperative preparation were not mature and ready. Taiwan has the opportunity to meet with it to hold respectfully today, plunder under the ground rule in ant''s powerful type''s siege, especially those small businesses one. Now a day , government should focus on, (such as Intelligent Proprietary of IP) especially for those High Economic value Added Science and technology such as; the protocol regulation stipulated with participation (example: IEEE1394, USB protocol, IEEE802.11 etc).
In view of this, on the basis of the personal innovative working experience of the past 20 years , it is an innovative course problem faced most frequently to most of Taiwan small and medium-sized enterprises that is studied, there are very few concrete methods were found in this respect of the patent management , it is moreover discussed in a law direction especially for government level or the entire industry focus only. Therefore this research is according to my personal experience in past 20 years, all sorts of problems of patent evolution faced with the position of a small and medium enterprise And its research contains to:
