Abstract
The research is to investigate the inefficiency problem of school library by carrying out action
research. Given that the author is the chief of general affairs, the issue is explored from a resources and
financing point of view. The author hopes to find solutions from an administration-supporting-teaching
perspective.
The subjects are the students, teachers and librarians of the elementary school. Structural and
semi-structure questionnaires were given to acquire subjects’ opinions and expectations. The data is
collected at three stages: initial, intermediary and final.
The conclusions are: the research goal is achieved; reformation should be launched from various
aspects; group brainstorming is the key to problem solving; do not self-limit project goals; be active, but
fair and reasonable at fundraising; in-depth research is essential to recognize key problem; action research
outcome is astonishing; a pleasurable library is the basis to promote reading; and first-class outcome is
the fundament for next success
The author suggests the library conservancy to consider the followings during future operation:
actively strive for trained librarians; accentuate budget planning; and approach enterprises for
sponsorships with effective outcomes.
