Because of the requirement in great quantity of labor powers for rural economic development and the cooperations in both central and local government, there are elementary schools everywhere in Taiwan. They have satisfied local demands, accomplished an outstanding percentage of school enrolment, eliminated innumerable illiteracies, promoted the quality of entire populace, and indirectly promoted economical development of Taiwan. For the reasons of the trend in entire social development, the decline of birth rate and urbanization, small-scaled elementary schools have occurred slowly in remote districts. In the previous studies, they were mainly implied that the existence of small-scaled elementary schools does not conform to cost benefit and unfavorable to students’ study. The Ministry of Education indicated in “Estimated Index of Small-Scaled School Development” that small-scaled school could not only lead to disadvantages in students’ cultural learning and group development, but also against cost benefit in educational investment. Therefore, the index is provided as a reference for school merger in every city/county. However, on the premise of educational impartiality, whether the school merger conforms to educational justice? The existence of schools is safeguarded by the constitution. The schools not only are where students learn and live, but also are where local culture and community develops. To preserve or abolish a school would influence many aspects both in width and depth. Through documentation analysis and interviews among sample families, it is concluded in this study as follows: 1. In expectation of the educational situation among parents toward students: A. They hold a positive attitude regarding school existence. B. They hold an obedient notion toward demands in school education. C. They evaluate the “After-school Care Program” subsidized by the Ministry of Education as a good achievement. 2. In cognition and its influence among parents toward school merger: A. They hold an attitude of “no choice but wait” toward school merger. B. They have no expectation with the usage of merged school campus. C. They hold pessimistic views with the people and facility of merged school community. 3. In standpoint and demand among parents toward school merger: A. The majority of the parents disapprove school merger. B. What the parents expected are reasonable communication and coordination. C. Traffic problem and subsidy are the main issue of the communication and coordination. According to the above findings, proposals are also provided toward educational administrative organizations, small-scaled elementary schools and the parents.
