It is to compare the definitions of incompetent teacher, teacher evaluation organizations and treatment model among these three countries and to be expected to afford some suggestions for Taiwan. The study has come to the following conclusions: 1. Comparaing definitions of incompetentent teacher among three countries: Because of different culture, the definitions of America focus on teacher professional attitude, China emphasizes on morality and Taiwan emphasizes on perceptions of teaching. 2. Comparaing teacher evaluation organizations among three countries: In America, school borads address the incompetent teachers. The members of the school borads are diversified. In China, the school principal deals with the incompetent teachers. However, the principal’s right restrains from the local political system. There are the committee of teacher selection and evaluation and teams of Ed Bureau. 3. Comparaing treatment model among three countreis: a. The sensory stage: America and China carry out the teacher evaluation besides school consciousness and parants and students complaining among these three countries. b. The assistance stage:America and Taiwan can provide some assistant steps, but no step in China. c. The resolution stage:American can hold hearing to make teacher defend by hiself. There are three produrces in China. CTSE judges the incompetent teacher first, and then sends the decision to Ed Bureau to consider. d. The grievance and assessment stage: A teacher can go to the court to plead in America. There are many different way to plead in China.
