The period of authoritarianism began in 1949 and ended in 1987 when the Martial Law was lifted. The housing subsidy policy was initiated when the government tried to provide houses for millions of the military, its related family dependants, and political immigrants withdrawn from Mainland China as well as thousands of homeless residents whose houses were destroyed by typhoons. After the enactment of the ”Public Housing Statute” in the late 1970s, the construction of public housing was further justified for economic development. However, after 1986, due to the expected appreciation of Taiwan’s currency, large amount of“ hot money”flooded in and contributed to an unprecedented speculation in the real estate market. The government suffered from its providing of public housing. The authoritarian transformation period began in 1988 after the Martial Law was lifted. The housing subsidy policy still focused on the construction of public housing projects, but a new program to provide home loans with a favorable interest rate was added to give people more choices in purchasing houses. More market mechanism rather than government intervention was emphasized. The democratic consolidation period started from 1996 when the President was elected directly first time by voters. During this period, the housing subsidy program emphasized to provide home loans with a favorable interest rate (lower interest-paying burden) instead of providing public housing directly. Furthermore, the Interior Department completed the “Integrated Housing Policy” in 2006, and thus provided rental subsidy to help those who really needed it. In the past, most housing subsidy policy programs highlighted assisting people to buy their residences. However, people who needed the subsidy most were those who did not afford to buy a house at all. Thus, future subsidy programs will be redirected to “providing rental subsidy”.
