The government's ultimate goal is to maximize benefits to the public, while for the private sector the priority is the pursuit of the highest profits from the public-private partnership discussing how to accord the controversy over the public welfare and profit. This method of this research using in-depth- interviews and surveys to collect the opinion from stakeholders. Use the three policies constructions contains "subject cognition", "rights and responsibilities construction", "mutual confidence", to analyze the question and the difficult which Contracting-Out the Taipei Senior Apartment the operational policy encounters, the operational policy has the question in view of the Taipei Senior Apartment Contracting-Out , proposes the solution and the improved suggestion. The conclusions and suggestions of this study including: 1. clearly localized “aging in place policy” and the concrete target, urges the public and private sector to achieve the subject cognition. 2. The establishment standardization operation flow and the work handbook and establish multi-channel communication, to clearly about the rights and responsibilities construction. 3. Use empathy and cooperation to establish mutual confidence to guarantees the public service quality. 4. Suggests the government should to solving the low-birth rate- Aged Society as soon as possible. 5. Utilizes public-private partnership to promote aged-Society's care policy.
