This research mainly uses the qualitative analysis except for the literature analysis. First is to interpret the research motives and intension; secondly to treat the theories based with the related literature reviews of the relevant public human resources flexibility along with the contractual human resources; further more proceed to treat the practical contractual human resource managements implemented by the governments of the United Kingdom and America; subsequently proceed to treat the current contractual human resources management system with it’s innovation of the domestic pubic departments; in addition, by using the officials of Cultural Centers that subordinated to the Ministry of Education as the research subject, and with the draft of the “Regulations Governing the Employment of Contract-based Personnel” proceed to the in-depth interviews with analysis of the remaining issues to solve, which those issues are the scale of employment numbers, the calibration of the employment on the basis of the education with experience, the employments’ wage varies from the different agencies, the elimination mechanism, the collision between the contractual and permanent employees, the impacts of implementing the contractual public human resources for the civil servant system, and the operation of the contractual public human resource etc. Then, proposed the following suggestions in accordance with the research results: 1. Suggestions of Policy Aspect (1) The institutional design shall emphasize the comprehensiveness and preserve the flexibility (2) To balance the urgent need of the agency’s employment and maintain the personnel quality (3) The elimination percentages and the employments extension shall be confirmed (4) The scope of the contractual employment number should be regulated exceptionally (5) Year-end assessment of first-employed research employees should be considered additionally (6) The doubts of the mid-low class civil servant caused by the contractual employment system (7) The predicament of the agency’s employments caused by using the flexible employment. 2. Suggestions of Implementation Aspect (1) Remain the constitutive of the contractual employment (2) The ambit definitions of the contractual public employee (3) The legal orientations of the contractual public employee shall have proper and integrated consideration (4) The establishment of the follow-up performance review system (5) Positively define the categories of contractual public employee Keywords: Public Sector, Cultural Centers, Contractual Employee, Flexibility, Human Resource Flexible Management 陳金貴 2007 學位論文 ; thesis 180 zh-TW
