The researches relevant to medical are mostly emphasize on the innovation with application of the National Health Insurance system, but the relevant research territories barely mention the feasibility of medical service industrialization with its competition policy. According to the “Industrialization” of the medical service is the generally meaning of regarding the medical service as an industry; moreover, operates the medical facilities in an industrialization management way, and transforms directly the acknowledgement of the medical facilities with technique advantages to all strategies of social productivity. The purpose is to increase more medical resources with enhanced efficiency of the medical facility managements to gain the harvests of economy with increased social productivities. Due to the medical services possess the dual characteristics of public and private financial goods, with the intemperate industrialization of medical services or with the goals which are unable to approach improvement of medical qualities completely, also incurred the deliberation of decreasing the public welfare, fairness and societal for medical services. Thus, the purpose of this study is aiming at the research dimension of the competition viewpoint, and to evaluate the feasibility with advice strategically suggesting the competition policy of domestic medical service industrialization. This study firstly coordinates the literatures and theories related to the domestic and foreign hospital services markets, meanwhile collecting the competitive behavioural standards of foreign developed countries’ medical services, and then refer to its experiences to examine the relevant law enforcement cases of domestic competition law for the references to the feasibility of competition policy. Secondly use the domestic impact of medical service industrial developments as the research axis, and the hospitals as the research body. The time dimension aims at the fractional points of time domain, such as the establishment of the medical competence authority, Department of Health, Executive Yuan, in 1971, along with the enforcement of the National Health Insurance which implemented in 1995, to examine the market structures and competition profile of Taiwan medical service industries. Thus fully manage domestic medical service industrialization status with its existing issues through focus group interviews, include the developments of present Taiwan medical environment; the response and impact on medical facilities by the enforcement of Nation Health Insurance with its application; the management behaviours difference between non-profit hospitals and general commercial businesses; and the functions of medical service industries that the domestic competition policy competence authority suppose to amplify. The research results clarify the development trends of Taiwan medical service industrialization with the character of the competence authority of competition law, and advance to provide the research suggestions of the feasibility of competition policy of the domestic medical service industrialization.
