The number of anti-corruption performance is increasing over years. In addition, the government recently is preparing for the enactment of Sunshine Act. However, the issue of corruption emerges in an endless stream. It not only reflects the issue of government efficiency but also has an impact on our country’s compatibility. Thus, this study, integrating theoretical thinking and researcher’s practical experiences, reexamined the present situation and existed problems of our country’s anti-corruption mechanism. Additionally, it compared our system with the models of Singapore and Hong Kong. Finally, it provided specific suggestions for strengthening our anti-corruption system. This research took government ethics, attorney, and investigation organizations as research scope, and used methods of literature review, participated observation, and comparative research. In the context of literature and theory application, this paper quoted the concepts of accountability, reorganization, and independenbility to elaborate the necessary conditions for anti-corruption mechanism and possible difficulties or conflicts. In the perspective of participated observation, in line with above mentioned concepts and researcher’s practical experiences, this study explored the merits and weaknesses of our country’s anti-corruption mechanism as well as the issue and possibility of system integration. In the viewpoint of comparative research, this study took anti-corruption mechanisms of Singapore and Hong Kong as examples, comparing with that of ours. In line with above mentioned research structure and contain, the findings are listed as below: the government had invested certain amount of resources to the effort of anti-corruption. However, those resources were dispersed among several organizations. It led the issues of unclear accountability, waste resources, lack of independentbility, and conflict laws. Hence, the integrating thinking and operation in organization and law is the best strategy for effective and efficient operation. In addition, with respect to the experiences of Singapore and Hong Kong, an independent, accountable anti-corruption organization is an idea design. Thus, this paper presented the frame of “Independent Commission Against Corruption” for integrating our country’s anti-corruption mechanism. To sum up, the research suggested: our country’s anti-corruption mechanism should be independent, accountable, professional, integrated, and disciplinary, and take “sweep corruption, prevent corruption, and anti-corruption” as strategies for integrated policy making. The design of “Independent Commission Against Corruption,” matching above conditions, is the independent and accountable anti-corruption agency with idealism and operability.
