On the other hands, the environment authorities encourage the industrial world to try to do voluntary environmental protection. Voluntary approaches are a kind of the self-regulation. A lot of OECD countries make a point of the voluntary approaches after 1990s.The definition of the Voluntary approaches in this paper is that: the governments or the organizations have the companies or the industrial world voluntary deal with the environmental protection without governmental command and control or economic instrument. This paper is the case study of Japan Keidanren Voluntary Action Plan on the Environment and tries to deal with this three problems from the view of public policy analysis:(1) Why Japan Keidanren voluntary established the environment protection plan? (2) Why Japan Government take this voluntary plan in the public policy? (3) What problems occurred after that? On the theory the cause of the voluntary approaches for the firm are that: (1) the government incentive (2)the market incentive (3) the social incentive (4) the inside incentive. And the cause of the voluntary approaches for the government is the reduction of the government cost. And generally speaking, the voluntary approaches influence on the economic instrument strategy of the government. The result of this study is that: The major incentive of Voluntary approaches for Japan Keidanren is the regulatory threat of the environment authorities of Japan. However, the inside incentive of Japan Keidanren is also very important. And the cause of the voluntary approaches for Japanese Government is the conflict of the inside of the government. In other words, Japanese Government does not have strategy of the Green House Gas reduction. And Keidanren Voluntary Action Plan practically influenced on the public policy of Japanese Government. On one hand, the impact of the influence is not strong. On the other hand, Keidanren Voluntary Action Plan actually contributed to the reduction of Green House Gas.
