| Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系 === 95 === “Community Building Plans” is an important way of promoting community development for our central executive agencies. But as the whole environment of implementing process is different, the contents of the plans and goals also change. At the same time, Community Building Plans contain two actors, communities and government, working together to make these affecting factors different.
This research tries to investigate the implementing situation of Community Forestry Plan which advanced by Forestry Bureau; and to find out the affecting factors and what influence was arose. The content combines with three parts: First, according to those domestic and foreign “community forestry” literatures, I analyze the background, meaning and implementing situation of domestic Community Forestry Plan. Second, basing on the development of policy implementation theory, this research explores the implications of policy implementation models and the connection between policy implementation and governance. Through the integration of policy implementation and network governance, trying to develop suitable for implementation model of Community Forestry Plan. Finally, analyzing the content of in-depth interview and survey, in order to conclude the affecting factors, and find out the problems and feasible advices.
Standing on the findings, the factors which actually affect the outcome in the implementing process of Community Forestry Plan include:
1. The self of policy: the essence of issue, the specificity of content, the practicability of content, participation in formulating process;
2. Implementing agency: organizational position, operational model, the degree of autonomy, the conditions of resources;
3. Implementer: personality, the understanding and cognition of agencies and plan, the understanding of communities, communicative art, the experience and ability about community building;
4. Target group: the cognition of policy maker and implementer, the understanding and cognition of the plan, the characters of communities;
5. Environment system: the effect of resources crowding out, the intervention of politics and academic organizations.
Under the interaction of these affecting factors, there are many instable causes bringing the gap between the result and expected outcome, and leading to the implementing problems. So this research suggests suitable policy advices to get rid of those obstacles for achieving the policy goals.
