To Hsinchu area, the space which represents the pursuit of modernization and progress of nation was not derived from the need of local society, whereas was a Heterotopias where had been constructed by central government. Inside the HSP the planning has nothing to do with the outside of the HSP. National Authorities give HSP self-determined authority to maintain the development. For this reason, although HSP is located in the Hsinchu area, the local government is unable to effectively supervise and manage it since 1980. Discussions about the topic of power structure are not frequently mentioned. This article attempts to discuss about power theory, and views special district plan of Hsinchu science industrial park and the case of Yuanqu 3rd Rd, 5th Rd. through the perspectives of postcolonial and Heterotopias theory. Through this review to show the negative externality HSP has made because of its attitude toward self-interest and characteristic of self-contained, and to represent the unequal relationship of power between the HSP and the local area, even more to discuss what kind of power structure can maintain the relationship of power. This article argues that the power structure has been made not only because of centralization of institution of urban planning since the Japanese Ruling Period, but also because of the problem-solving has been on the condition that local society depends on the benefits HSP had brought. Therefore, the problem-solving has been one-sided and spotty. Despite there were more and more local social movements and interactions and collaborations between locals and HSP, most of them simply were the representations of the unequal relationship of power, can not solve conflicts and contradictions between HSP and locals authentically. Besides, the HSP and the power structure it had made is a symbolic system in fact, which worked for specific will that regard ‘Science’ and ‘Democracy’ as symbol. Locals identifies itself with high tech community is not the way to promote the coexistence of them but a measures that state apparatuses and high tech community can take the whole society to pursue the symbols of modernization by means of the unequal relationship of power unceasingly. This article argues that the reason why the breaking between HSP and locals had been made is the self-interest attitude of HSP which supported by the unequal relation of power. To repair this breaking, state apparatuses must reform the institutions of urban planning of centralization so that local people can pursue the common divisor of locals and HSP.
