However, the wetland located proximate to metropolitan area usually faces a large development pressure resulting from urban growth. An important issue regarding wetland conservation is to evaluate the appropriateness of various measures about wetland and environmental management. In general, the method for conducting this assessment is usually based on standard cost-benefit analysis (CBA) in estimating the value associated with various management measures. Unfortunately, standard CBA often fails to fully estimate the real value involved in various environmental managing strategies due to uncertainty and imperfect information factors. In order to cope with the shortcoming, this study thus applied a methodology that incorporates both the non-market valuation and real options approach for assessing the value implied by various wetland management strategies. An illustrative case study was conducted to value three hypothetical alternatives for the Taipei Guandu Plain management decisions. Based on the real options approach, the results show that conserving the Guandu Plain as a natural ecosystem park would produce more benefits than converting this area into residential use. The findings present that the evaluation of natural resources management policy should base on the long-term value involved rather than mere the nominal benefits at hand.
