Therefore it is important of the evaluation of training organization for applying the funds. This Article refers to the evaluation scale (PDDRO) provided by Train-quali Scorecard. Besides, we do Canonical Analysis to reveal the two combination indexes (Pre-plan and training organization performance) have positive relation (Hypothesis). Based on the hypothesis, we could claim that we can make great progress on the training organization performance by endeavoring pre-plan items (plan and design). The research goes by quantity analysis (55 samples) and case study (2 samples) of university’s educational centers. In practice, we hope the training organizations could design the proper Train-quali Scorecard for themselves to self-evaluate and to improve their training quality by using PDDRO Model for daily moments in the future.
