The authority cracks down these crimes with harsh measures to meet people’s expectation; however, the effect seems not as good as we hope for. In order to dear with the problems effectively and let the public know deeply about the violent-dunned gangs issue, it is necessary to study this topic and dig into the core of crime pattern. The study’s goal is to understand the group in terms of structure property, crime pattern, members’ grown background, and crime motives. Therefore, we could be able to provide concrete proposals to government according to the results of our research. 2.The material sources and study approaches: There are three sources to complete the study; the first one is about fifteen indictments or removal files of prosecuting authority or police offices and two archival files of investigating cases in Hsin Chu county police bureau, which use the Context Analysis. Secondly, we interviewed three criminals and a victim who related to violent debt-collection. The third is to aim at the gang gathering place and conduct several practical observations. 3.The results and findings: This research found that the leaders of groups connected closely with criminal gangs, police offices, Telecommunications Bureau, Household Registration Office, and even local representatives as well. The members include adults and those under age person who are recruited as a scapegoat and experience passing. No matter how restrained or loose it is, the organization forms at least three levels of leader, backbone, and members. Apprentice follows the step of senior culprits learning not only criminal techniques, but also simulated training to get used to the real situation. Privacy and mobility are the stressing point when they choose the foothold of companies. The crime pattern make the authority corruption mainly; then, they obtain the basic data and whereabouts of debtors from some corrupted offices. As a result, they divide behavior into three phases to put into effect. The three-stage act is through pressure both in physical and mental to force debtors paying money they owe. If it isn’t work, violent illegal means would be possible. In case of tracking down by police lead to whole gangs collapsing, the three-stage method has criminals appointed for each stage specifically and unrepeatedly. We also found from cases study that debt-collection business can gain a large amount of profits and this is the main reason why there are so many criminals love to take a chance to offend someone continually even thought the government crakes down these offenders so heavily. 4.Conclusion and suggestion: Finally, this study makes seven proposals to cope with the issue as follow; We must Strengthen the laws enforcement about confiscating unjust enrichment, establish some legalized regulations of undercover and insider investigation, use self-control theory practicing, pay attention to adolescences’ social activities and give them counseling in time with the help of school and family working together, force authority taking administrative responsibility actively as well as enhance neighborhood watch strongly, strengthen internal management in office to prevent any loophole of information happening and punish severely when insiders were involved in, provide reference when address problems that connected to violence-dunned groups.
