To people’s abundant satisfaction for acquiring knowledge and reading, it is for service to citizens in Taipei Area mainly, people from abroad, long-term residents from China and the publics from other cities. Without any discrimination based on gender, age, nationality, occupation, residence, education or religion, readers could use its overall facilities in opening hours except specific holidays and days of calamity. Therefore, problems of security control in Taipei Public Library are getting more and more complicated. Object missing, children finding, theft, roamers’ lingering and sexual harassment are often heard in the library. Thus, the general objective of this research was to find out the main causes of disorder behaviors of users in Taipei Public Library (including branches and public reading rooms). The main purpose of this research is to find out the time, place and type of disorder behaviors in the library and the control of the exterior、interior、administration and auxiliary control facilities factors to solve the problems above. Based on related references, we did a survey to official librarians for this research. By collecting and analyzing 241 available samples（316 test samples）, it is expected to prevent the disorder behaviors, to formulate proper administration of library and provide some advice when building a security control equipment. The outcome shows some kinds of disorder behaviors（violates the reading rule） including due returning, eating, talking on cellular phone in the library and reading books which not belong to the reading area in the ranking of interviewee’s preferences. As to undue behavior, average of agreeableness is not over 3. As for the average of readers’ agreeableness which higher than 3 is about malfeasance of criminal law. Using counterfeit library identification card, stealing money from some else, ripping books and stealing books are the top 4 malfeasances. In addition, the results find that most violators in the library are male (90.2%), and most period of disorder behaviors usually happened on the time of P.M.6:30 to P.M. 9:00(26.2%) and 13:30 till 17:30 (25.2%) in library hours. Corners of stairs, studying rooms, Children’s reading rooms and lady’s rooms are the places which the disorder behaviors occurs constantly. ANOVA based on three independent variables (factors of hardware, external environment and administration in the library) and average of disorder behaviors in the library shows that employee of security control, attribute of community where the library is, administrative area and numbers of readers differentiate obviously from the average of disorder behaviors in the library. By using the Stepwise Regression analysis, three independent variables plus average between factors of auxiliary control facilities in the library assumed that attribute of community where the library is, installing emergency bell in the toilet and marking property influence the disorder behaviors of readers strongly. We can say that the more emergency bell or property marking were settled, the less disorder behaviors happened. In conclusion, the research suggests that , the libraries located on residential areas in Da An, Wan Hua , and Beitou districts perform the anticipatory control, strengthen the installing emergency bell in the toilet and marking property in the future, ought to be able to reduce the readers’disorder behavior . Finally, anticipated the research conclusion and the suggestions can provide the reader risk management in the library, make the effective preventions on the latent disorder readers, build the comfortable, security and big studio.
