Methods: The sample comprised 858 physical education teachers selected from public elementary schools in Changhua County. Accordingly, 858 questionnaires were distributed. From the survey returned, 741 were coded. The return rate was 86.3%. Descriptive statistics, t-test, one-way ANOVA, and Pearson product - moment correlation were computed for data analysis, when level of significance (α) was .05. Results: The results indicated that 1. The actual situation of the teachers’ professional development and teaching effectiveness of elementary school physical education teachers in Changhua County were on intermediate level. “Curriculum and teaching” was the best in the part of the professional development, and “physical cognition” needs improvement. In the part of the teaching effectiveness, “classroom management” performed the best, and there were still room for improvement in “teaching assessment”. 2. There were significant differences between the teachers’ professional development and teaching effectiveness among gender, marital status, seniority, P.E. background, administrative positions, team coaching, short P.E. curriculum participations. However, no significant difference were found between the teacher’s professional development and teaching effectiveness in terms of different professional background and school size. 3. There were a significant positive correlation between the teachers’ professional development and teaching effectiveness. It means that the higher the teachers’ professional development, the better the teaching effectiveness. Based on the above findings. Conclusion: the study provides some suggestions in the field of the physical education and for the fallow-up studies: 1. Executing the plan to let P.E background teacher teach P.E class. 2.
