It contains not only over 90% of total enterprises, but also nearly 80% of total employment population; therefore, in this competitive era of globalization, in order to reach the goal of long conduction and achievement, it is more important to be concerned about whether transformation will be successful or not. First, this research finds out every key factor to effect on the transformation of SMEs, and sets up each standard framework by a suitable plan of different transformation. Then, make algorithm to each framework by AHP (Analytic Hierarchy Process), lead in Fuzzy Decision Theory and establish a Strategy Model of SMEs. Last, through this transformative strategy model and by analyzing of practical case, we can find the best transformation direction, let different industries imitate this way to get the best transformative suggestion by each accessed standard which is listed through this model.
