Summary:碩士 === 國立臺灣海洋大學 === 商船學系所 === 95 === International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as Amended in 1995, rested on the International Maritime Organization conference resolution content, stipulated that the STCW-95 activation implementation date was February 1, 1997, with a transition-period of five years, namely until February 1, 2002. It is allowed various provisions to implement gradually. After February, 2002, all crews are requested to tally each standard of STCW-95. Regarding the current crew management system in our country at that time, the classification, the graduation and the service rule of seafarers, it will have the impact and the influence on the development of marine transportation at the same time. This article is on the purpose for the analysis of the joint pledge appendix bill for amendment correlation article about deck department for seafarers. It would help seafarers in our country to fully understand the key-points and requests of International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as Amended in 1995, when dealing with training, licensing, and shipping industry, to take adequate measurements in response, and to promote the qualification standards of seafarers in our country in order to accord with the crew management system of the international standard.
