碩士 === 國立臺灣海洋大學 === 航運管理學系 === 95 === Abstract While promoting operation of a port, operation safety is one of the important factors,Container handling operation in port area involves certain hazardous events, but there is no special regulations or law to provide its operational procedure in Taiwan. Whenever there is an accident occurred in port container handling, It would result in significant loss or damage to the port authority and shipping company. It is necessary to analyze the nature of port container handling operation in order to reduce the risk, This study analyze those accidents occurred in Keelung port in order to find out the nature and reason of the accident, and provide suggestions to the relevant authority for reference. Except for those factors beyond human control, the main reasons of the accident are non-compliance of operation rules, lack of safe concert，insufficiency of training and Awareness of risk. In order to upgrade safety record, it needs to consider three major factors: human factors, safety of machinery, and safety of cargoes, for constant improvement of container operation safety port areas.
