The maritime casualty fails to obviously reduce, in order to understand the reason of this question precisely. This text will aim at the common man-made carelessness of maritime casualty for discussing. Implement such expert's questionnaire interview of three circles as industrial, official, academic, etc. in analytic hierarchy process to analyze with the level in the article. The method is simple and clear, can is it influence weights of different human factors, collision accident compare and assess actually to analyze. Its result carries on and alternate analysis alone in accordance with the whole, external, three potential respects, finally we get eight man-made factors in collision accident of maritime casualty, the top three is “ working after drinking”, “absent without official leave” “doze” etc.. Those eight key elements are combined with international and domestic relevant regulations in depth analysis. By understanding the causality in collision accident of every maritime casualty we can draw up some corrective measures. Finally, this text set out with the angle that “Prevention is better than cure,” it is constructed by safe organizational management, safe regulation management, safety education manage, safe technical management, etc. to build up the maritime casualty safety mode management. Expectantly to reduce man-made collision accidents of maritime casualty effectively, reach at zero collision accident.
