According to the earthquake observation over the past decades, two important activities has been discovered— the convergence/collision of Philippine Sea Plate in southern Ilan plain and the clockwise rotation of the deformation of the blocks. Such deformation kinematics occurs mostly in southern Ilan plain and several vital left-faults near Central Range. Our purpose of this paper is to find out how is the Ilan Plain deforming at present? And what kinds of the Neotectonic process are carrying out in the Ilan Plain? For that, we used the RTK-GPS with high resolution to measurement the Ilan Plain and aim to observation some neotectonic structure. By studying and analyzing all the data and statistics, the model of different evolution kinematics for the south and north of Ilan plain is proposed—the north is by the influence of extension stress, as referred to the extension of Okinawa Trough, while the south is the mechanic of strike-slip stress, as referred to rotation of the blocks.
