Abstract
This study aims to explore how empowerment evaluation approach applied on junior high school voluntary service plan using qualitative case study. Observation, interview, and document analysis were used to collect data.
In summary, this study reaches the following conclusions based on empirical data:
1. The school that applied empowerment evaluation on junior high school voluntary service plan has obvious improvements.
2. Empowerment evaluation helps the participants who were involved in the evaluation team construct community ownership.
3. Empowerment evaluation is helpful to build the organizational culture of democratic participation.
4. Empowerment evaluation helps to create the community-based knowledge.
5. Empowerment evaluation helps to build the participants’ abilities both on evaluation and program execution.
6. Empowerment evaluation is helpful to organizational learning.
7. It is highly possible to institute empowerment evaluation as school inner evaluation mechanism.
8. Applying empowerment evaluation on junior high school voluntary service plan fostered the new power to proceed the program.
9. Through applying empowerment evaluation, both the participants and the evaluation team got empowered.
10. Applying empowerment evaluation on junior high school voluntary service plan has some contextual limitations.
Based on aforementioned conclusions, this study proposes recommendations to schools, evaluators, educational administration authorities, teacher-training institutions, and researchers of future studies, such as to invest educational budget on empowerment evaluation,and to encourage school-based evaluation etc .
