Summary:碩士 === 國立臺灣師範大學 === 工業科技教育學系在職進修碩士班 === 95 === The purpose of this study is aimed to reveal difficulties in promoting organization learning among administration staff at public univerisites and to explore solutions. Through literature review, a questionnaire was designed to find out about organization learning among public university administration staff. Fifty-two copies of the quesitonaire were distributed to the persons in charge of learning promotion in the human resources office at 52 public universities. All of them were collected, rendered valid and then analyzed. Follow-up interviews were given to five of the subjects who filled out the questionnaire. The results of the questionnaire and interviews have led to the following findings: (1) Promotion of organization traning at the school administration is quite consistent among public universities;( 2) In terms of organization regulations, difficulties have been identified in making performance-based learning plans, supporting innovative self-regulation, and convincing staff that learning is a job requirement; (3) In terms of structure and procedure, there were difficulties in simplifying procedures; (4) In terms of teamwork, cross-division staff admitted to failure in effective communication, coordination and confession of one’s mistakes; (5) As for the difficulty in organization regulations, it is believed that problems can be solved with the president’s support, improved applicability of learning to work responsibilities, technological advances in tracking performance, incentives for participation and improvement in HR management system.;( 6) As for structure and procedure, problems are expected to be solved by menas of effective division of labor and empowerment, promotion of customer-oriented concepts, application of IT to procedure simplification; 7)To improve teamwork, the following must be achieved. Goals and vision of the university must be communicated to the staff. A platform must be built for communication to integrate human resources. The heads of different offices must be sincere to win staff’s trust and create an adventurous organization culture.
