Including reading teaching plan of administrative unit and teachers, the problems of reading teaching in various schools and responding strategies. According the conclusion, provides some suggestions of teaching for educational administration institution, school administrative unit and teachers. This study questionnaire which was composed by the author was used to collect data. The sample of this study included 41 directors of teaching affairs and 334 teachers. The data is analyzed by frequency distribution and percentage statistics. And using purposive sampling to select a sample of 6 directors of teaching affairs and 12 teachers for interviewing. Finally, According the result of analysis and interview to understand reading teaching present situation of elementary school in Penghu. After analysis and discussion, some suggestions of this study for reading teaching. In administration, including school reading teaching curriculum plans, situation building and school library management. In teachers , including reading teaching attitude, class management and teaching procedure.
