The methods of this study were questionnaire and interview. A sample of 386 elementary school teachers was asked to answer “The Questionnaire of Achievement Motivation, Locus of Control, Job Burnout, Attitude and Behavior toward Physical Punishment of Elementary School Teachers”. Furthermore, six teachers that were selected from the 386 subjects were interviewed individually by the related questions of “No Punishment” policy. The investigated data was analyzed by the descriptive statistics, one-way ANOVA, t-test, product-moment correlation, and multiple regression. Document analysis was used for these interviewed data. The major finding of this study were as followed: (1) The Tainan city’s elementary school teachers that had different backgrounds showed the significant differences in achievement motivation, locus of control, job burnout and attitude toward physical punishment. (2) There were negative correlation between locus of control and attitude toward physical punishment. (3) Locus of control, the grade the teachers teach, and achievement motivation were the influent factors of attitude toward physical punishment of Tainan city’s elementary school teachers. (4) Most of Tainan city’s elementary school teachers agreed to use physical punishment, but they also had the will to adjust their discipline when the “No Punishment” policy was carried out. Suggestions that were related to educational rules and policies, educational administration and organizations, teachers, parents and further researchers also provided.
