It has already become three major serious public hazards of international community, and which is concerned by international community day by day. The worldwide drug traffickers plant and process the narcotics, then transport to all parts of the world. The flows of drug abuse already permeate into each stratum of the society. There are nearly no social groups that can escape the disaster the drugs bring. The crime of the drugs in the mainland not only brings the impact of the politics, economy, social and domestically safety, but strike and corrode the human body and soul. More serious thing is, it causes drug issue and the crime grows up with each passing day because of great amount of expenses and strong crime lure of sucking the drugs. It seriously endangers the civil order and mankind''s security. Because the criminal offence of the drugs is international and cross the area, it has already become a global crime question. The crime problem of the global drugs appears more and more serious. It has already become a serious challenge task of the government to attack the criminal activity of the drugs. It is not merely the problem that one country can solve, and also need the internationally cooperation. The drug relates to crime, because it always involves the guns, the gangs and the gamble which connect to the crime characteristic. The crime of the drugs has already no longer been a kind of single crime, but regards the crime of the drugs as the core, enclosing with other crimes. It has formed a crime group of drugs. The Mainland implemented the economic policies of reform and opening to the outside world in 1978. With the development of science, technology and the society, there are new development tendency and characteristic about the crime of the drugs. It is more difficult to attack criminal activity of the drugs. In the Mainland, they set up legal system and make it a permanent cure to attack the crime of the drugs. At the same time, with the anti-drug management and initiative coordination of the border in mainland district, it thoroughly eliminate the transnational drug crime and hold back the activities of trafficking drug in the border, and then dispel the crime of the drugs to scotch the rising of relevant crimes. Return a good social environment, order and security to the regional people of the Mainland. This text try to examine the administrative behaviors of the law of preventing and curing the drugs in the Mainland by five major basic principle of administrative law, administrative organization, administrative authority, administrative relieve and administrative supervision. Then establish more complete regulation to punish and prevent the crime of the drugs. It will take every precaution at beginning, and make the law of preventing and curing the drugs protect the people in physical and mental healthy. The ultimate goal is to keep away from poison and then enjoy the good international reputation of “the non-poisonous country ''.
