碩士 === 國立高雄第一科技大學 === 運籌管理所 === 95 === The research of this paper is to study the considering factor of establishing an international port VTS, an empirical study of the process of building the VTS in the largest commercial port, the Port of Kaohsiung, in Taiwan. In the study, we were using the methodology of two phases of specialist questionnaires to discuss the key considering factors under four dimensions including the development of relevant policies, operational management, the establishment of operation system, and cost. The initial phase of the study is to collect the specialists’ opinions with Fuzzy Delphi and screen an assessing criterion of higher value of importance in common, on which the structure of assessing hierarchy is built; the next phase is to calculate the value of weight of each assessing criterion in all collected questionnaires, and then sorts and induces the structure of considering assessment of building a port type VTS. The result of this research refers to the actual process of phases such as System Planning, System establishment, System Operation and System Update while building Kaohsiung VTS, and induces the procedure of considering assessment of building a port type VTS. (1) The phase of System Planning: Under the dimension of Policy Development considers factors such as the development of VTS-related international regulations, the development of national marine transportation policies, and the tendency of port competition and development; under the dimension of Operational Management maps out functions including the combination with port operation, the integration among port and marine transportation supply chain and vessels information, the establishment of a system of vessel traffic management, the recruitment of vessel traffic regulators, training and certification. (2) The phase of System Establishment: Under the dimension of System Establishment considers the regulations of governmental purchase, the method of acquiring crucial techniques, the integration of systems interfaces, the emergency measure in port special circumstance, the Internet transmission and sharing of timely dynamic information; under the dimension of Cost considers the factor of investment in building the system. (3) The phase of System Operation: Checking and verifying whether each factor of Operational Management and the cost of system operation and maintenance conform to the initial goal of system planning. (4)During the phase of System Update, reviews the considering factors such as the cost of system update under the dimensions of Policy Development, Operational Management, System Establishment, and Cost.
