However, the stations of high speed railway are located in rural area. Rapid and safe transfer for passengers becomes an extremely important issue. Therefore, this study primarily investigated the criteria while choosing different ways of transfer through passengers’ behaviors and discovered demands of transfer near each station. In previous studies of transfer, Multinomial Logit Model was adopted, the measurement was designed under hypothetical situation, therefore, it limited the studies. Thus this study applies MCDM (Multiple Criteria Decision Making) as the method to analyze and discover passengers’ transfer behavior. In addition micro and macro analysis from the view of passengers and experts were employed in this study. At the micro level, the choice of transfer involved multi-criteria, personal background and trip characteristics, the test of independence is first proceeded to find out the difference in choice of transfer between different groups. Secondly, Correspondence Analysis was used to observe patterns while selecting the transportations. Thirdly, Fuzzy MCDM was then adopted to identify the decision factors for transfer. At the macro level, convenience, rapidity and safety were the most significant criteria for transfer. Finally, one way ANOVA was adopted to examine the difference of concerns on transfer criteria between different passengers. With identified criteria and those criteria integrated from evaluation of transportation system planning, the questionnaire was then developed based on AHP (Analytic Hierarchy Process). Follow this, the proposed criteria and alternatives of transfer system planning were evaluated by some related experts or scholars. Owing to the subjective perception when making decisions, Fuzzy AHP was employed to understand the importance of criteria and alternatives. The findings of this study are summarized as follow. First, convenience, rapidity and safety were the most important criteria for transfer, whereas cost was insignificant. Secondly, most passengers tend to use private vehicles instead of public transportation. To encourage passengers to use public transportation for transfer, the transportation system should be improved.
