The storing & transporting(S&T) for import market of ethylene, one of petrochemical materials, turns into abruptly competitive; which results from FPCC’s (Formosa Petroleum Corporation) developing in the 6th Naphtha Cracking Project with expanding related products actively, and CPC’s (China Petroleum Corporation) building innovative tank in adjusting usage delicately. Besides, one of the procedures for ethylene S&T is to heat so as to meet the operation conditions of the downstream; therefore, S&T cost takes a large percentage of energy usage, particular in vaporization and electricity. Here, this study is to achieve the goal of diminishing S&T cost as well as meeting the standards of Industrial Safety and Environmental Protection(ISEP), for the sake of being more competitive; by means of alternative designs for heat exchanger, combined with the usage of cycling cooling water system, including both inside or nearside the factory. In the aimed Chemical Plaint, two sets of ethylene heat exchanger of the same condition were applied. The study is to suggest a new design, according to present regulations, facility operation, emergent response, comparing with other corporation, and inspiriting by reference documents, under such circumstances as unstable downstream, intra-corporation un-supporting, limited budge, and unfamiliar operation. After considering the potential danger evaluations of standard alternative management procedure; this method, which is to alter the 1st stage of one of the original 2-stage-heat-exchanger sets by using different thermo-source and applying butane as cycle cooling, is successfully in supplying ethylene downstream under the very transferring and charging, as well as in reducing operation cost (including reducing these usages in vapor, cooling fans, evaporating, emission of greenhouse gas, and loading of equipments); therefore that could achieve the goal of ISEP and economize.
