Summary:碩士 === 國立高雄第一科技大學 === 營建工程所 === 95 === Since the development of building industry in Taiwan is prosperous in recent years, environmental issues emerge such like inefficient use of energy and resources, healthy concerns of the built environment, etc. In order to solve the problems and comply with the international trend, Taiwanese government implemented a green building labeling system so called ” EEWH evaluating system” in 1998. Somehow it is discovered that three within the total nine indictors performed the lower application in the past green building cases. (indicator of carbon dioxide reduction, indicator of solid waste reduction, and indicator of indoor environment, that were defined as lower-application indicators in this study) And one of the possible reasons is that these three indicators haven’t mandatory regulation to support them. In addition, the indoor materials and equipments influence these three indicators very much. So it is important to clarify the influence of this part and find out the possible solutions. In order to find out the reasons of lower application and the barriers to better implementation, this study investigates over 50 existing projects (condominium type residential buildings) form 20 developers in Kaohsiung. The targets of the investigation were aimed at the selections of indoor materials and equipments in a single housing unit from each project, and the value of each developer. Firstly, questionnaires were proceeded to realize the values and the use of materials and equipments of each project and developer. The result shows that the cost is the greatest concerned factor compares to the others. Meanwhile, the light compartment walls have replaced the traditional red brick compartment walls, the tile materials and painting coating are used in our interior environment extensively. Secondary, the cost of these indoor materials and equipments by improving it into green products were analyzed to find out the economic factors in promoting green building implementation. Then the relation between cost and performance of three lower-achievement indicators were also analyzed. It is clear that the cost nearly increases 12.5% after the improving of green building. Thus, the window, the wall, the ground level, and the ceiling have the large importance to influence the indicators’ achievements. After the investigation including literature reviews, interviews and questionnaires, 4 major hindrance factors were summarized in promoting green building implementations and causing lower-application indicators, which are: 1) construction cost, 2) policies and regulations, 3) evaluation procedures. To understand and figure out the possible solutions to this 4 major hindrance factors, a feedback questionnaire was proceed in the end of this study. The result showed as followings: 1. The added cost (12%) can be accepted by the developers. 2. More mandatory regulations and reward measures to the condominiums should be implemented to improve the total achievement of EEWH system. 3. The assistance from professional groups should be provided during the evaluation process. 4. Sort out the credential content of EEWH system. With the discussions among lower-application indicators and 4 major hindrance factors, the result of this research is hoped-for being offered as the reference bases for strategy making and policy design of building industry and relative government departments in the future.
