By low postage and the nation’s guarantee, post services had become a symbol of trusty and security. However, because of E-mail’s appearance and growing private enterprises wanting to enter the market, the post services sector is getting into an inefficient department with ample funds. So currently, postal reform is an urgent problem for many countries. For example, in Japan, Postal Service Agency has been transformed into a public corporation named Japan Post in 2003, and the government even plan to privatize postal services for 2007. Taiwan’s postal service was also corporatized in 2003. Therefore, this article instances Japan’s postal privatization, and puts together its postal problems and reform policies with Taiwan Post for comparing by methods of philological study and comparative study. The purpose of this study was to suggest a prospective business development to Taiwan Post and Taiwan government. Through the privatization, we know that reforms can change a sclerotic organization to be active, and rebuild an equal competitive market, and the liberation of postal funds also could activate economy, so it is necessary to privatize the postal service. Besides, in order to check abuses in postal services, Japan’s ex-Prime Minister Koizumi risked his political life. The spirit deserved Taiwan’s politician learning. The major conclusions of this study are as follows: 1. For the public’s benefit, opening up the postal markets is workable and necessary in a controlled way. 2. Because of regulations, a large amount of postal funds could not circulate in the market by market mechanism, and it not only impeded financial liberalization but also made postal services unable to diversify. Government should loosen up the restrictions. 3. Easing utilization of postal funds is only reforming the resource funds of national financial system; government should reform the investment policies at the same time in order to solve the real problem. 4. Privatization aims to raise service quality and efficiency, and make enterprises grow soundly under fair competition.
