First, collecting the correlative literature and the shipping expert’s opinion, analyzes a ship include input and output items, and establishes the assessment pattern and the solution by using Data Envelopment Analysis. The research object is the shipping company’s bulk carriers. The research foundation is 2006 actual data, and carries on the empirical study. This year have operational eighteen bulk carriers. The result shows that eleven ships are relative efficiency, and seven ships are relative inefficiency. This study divides into eighteen ships for six crowds: The first crowd is Capesize of twenty two years. They had achieved the relative efficiency; the reason is possibly non-amortization fund disbursement. The second crowd is Capesize of four years, this batch of ships lead when to purchases the ship price lowly, therefore they amortization are lower. The third crowd is Panamax of four years, because the ships loading and unloading goods are shorter in the port. The fourth crowd is Capesize of nine years, the main reason for the ships nationality. The fifth crowd is steel ships of seven years, because the Taiwan-Japan route is shorter than other route. The sixth crowd is Handysize of one year. They lack the scale efficiency; therefore will have to expand operational scale in the west-America route. Finally, applying slack variables analysis to the relative inefficiency of seven ships, proposed must improve the degree of input and output, by strengthens its ships operational efficiency as the referral of the shipping company.
