It is important for a university to set up an integrity performance evaluation system since the appraisal system has relation to elevating effects of administrative units. This study tries to find out the representative performance appraisal index for a university.     To provide more complete specification of performance evaluation, this study collects performance appraisal laws from private and public universities. Based on Balance Scorecard (BSC) proposed by Kaplan and Norton, this research stiffs out 51 performance appraisal index as the questionnaire. Four dimensions which include 10 factors are extracted by employing factor analysis, and the reliability of this questionnaire is quite high (over 0.8).     The result shows that directors of the university have different opinions with staffs on administrative process and the matter of self-learning & growth.
