The research outcomes are as follows: 1. The features of economic development of Hua-Tung area are: the basic section dominated primary industry, the weak foundation of secondary industry with strong tendency toward “resource exploitation,” and the consumer service mainly as the tertiary industry with vulnerable producer service. 2. The geographical distribution of the secondary and the tertiary industries concentrates on Hualien City, Taitung City and Chi-an Hsiang (Township). 3. Three indexes: high percentage of outflow employed population, low degree of urbanization, and weak industrialization, characterizes the eastern area of Taiwan. Two main cores: Hualien City in the north and Taitung City in the south, results from the regional development of East Taiwan. Several semi-cores also develop between the two main cores: Cheng-kung Cheng along the coastal area, Kuan-shan Cheng and Yu-li Cheng laying in the Hua-tung valley, and south of Taitung City Ta-wu Hsiang. 4. The tertiary industry of Hualien and Taitung Cities expand to the neighboring townships: Chi-an and Hsin-cheng Hsiangs belonging to Hualien whereas Pi-nan Hsiang to Taitung.
