In order to accomplish the purposes, this study has adopted the methods of historical document analysis as well as questionnaire. At first, the researcher explored the concepts concerned among power, authority, influence through theory analysis. And then the researcher reconstructed the power operation strategies presented in literature. At last, the researcher summarized relevant researches and principles for power operation. As for questionnaire, according to the results of exploring the historical document for survey and study, the researcher compiled "Questionnaire for administration by elementary school’s beginning principals " so as to understand the current situation for the using frequency of power operation strategies and the results by beginning principals and the opinions of the school staff. Finally, the researcher offers substantial suggestions based upon the conclusions of this study. The objects of this study are elementary principals and teachers of provincial elementary schools in Taiwan Province. 36 schools have been sampled and 523 copies of the questionnaire have been dispatched. The effective samples actually acquired are 451 copies. The data of questionnaire have been proceeded for statistical with the SPSS for Windows 10.0 statistics packaging software.  Synthesizing the findings of exploring historical document and questionnaire, the conclusions have been reached as follows: 1. There are eight types of power operation strategies by elementary schools' beginning principals. 2. The elementary school beginning principals allow power strategies of exertive are the motive force to improve effective leadership. 3. Sensible and interacting strategies are the weapons to push school business. 4. The strategies being used of the reasonableness, human relations mindset more frequently, the better effects that will be. 5. To make a consideration of the factors,such as people, matters and things…etc, can promote the effects of the power operation by the principals well. According to the research conclusion, the researcher’s suggestions for the elementary school beginning principals’ power operation.
